Barack Obamaの国内支持率低下はいつまで続く？

President Obamaに対する不支持率が支持率をうわまわった。アフガンへの増派の発表と好転の兆しが見えない雇用情勢が背景にある。
特に懸念されるのはアフガン戦略に対するお膝元DP議員のなかに渦巻く不満と懐疑心である。
膨大な戦費の膨らみと正体不明のアルカイーダ、そしてお粗末なアフガン政府に対する不安と読み違いを指摘する声が少なくない。
次の二下院議員の声が象徴的である。
John P. Murtha氏(ペンシルベニア州選出)のコメント

“Al Qaeda is not only in Pakistan; they're all over the world. And the Taliban are actually people that worked with Al Qaeda. But I just--I worry that there's no that threat to us. You know, all of us want to make sure there's no threat to the United States. All of us realize that we're in Afghanistan in the first place because of the threat to the United States. But I'm not convinced that the threat in Afghanistan is the key.”
“What I'm worried about is the cost of the war. The president says it doesn't compare with the Vietnam War. It does compare because we haven't paid for it. We are losing our economic influence worldwide”
「アルカイーダはパキスタンだけに居るわけでなく、世界中に散らばっている。確かにタリバンはアルカイーダと繋がっているが、現在わが国の脅威となっていない。我々誰もがそのように確信したい。米国にとってアフガンが脅威だという理由で我々がアフガンに関与していることは誰もがわきまえている。が、私はアフガンの脅威が重要なカギなどと言う論に与することは出来ない」
「心配なのは膨大な戦費だ。大統領はベトナム戦争の比ではないというが、当時のツケを払っていない点こそ比較しなければならいない。現在、世界的な経済危機にあるではないか」
Louise M. Slaughter女史(ニューヨーク州選出)のコメント

“I see no good reason for us to send another 30,000 or more troops to Afghanistan when we have many pressing issues--like our economy--to deal with in this country. The U.S. government is already spending $3.6 billion a month on the war in Afghanistan. Spending an additional 30,000 troops will cost an extra $30 billion a year, which works out to roughly $1 million per soldier or Marine.”
「経済問題など国内で解決すべき多くの喫緊の課題を抱えながら、アフガンに3万人あるいはそれ以上の兵士増派するなど正当な理由は全く見出せない。米政府は既にアフガン戦争に月36億ドルの経費を費やしている。その上、3万人を増派するとなると、年間300億ドル、兵士１人におよそ100万ドルかかることになる」
両議員のコメントは、President Obamaのアフガン増派戦略の責任はweにありthe United Statesにあるというニュアンスが強い。それだけに、Obama氏は同志ともいうべき議員の重みのある言葉をいかに受け止め、アフガン戦争の解決の糸口に結びつくロード・マップを練りあげてゆくか、目が離せない。
