President Obamaの「医療保険制度改革案」のmanifestoは最重要なagendaの１つ--反対勢力の潰しに負けるな

日本のメディアは来月下旬の衆院選に向けて特にDPJのManifestoを連日大きく取り上げている。manifestoとは“a public declaration of intentions, motives, or views.”つまり世間受けする政策宣言。抽象的・観念的でボク自身あまり好きな言葉じゃない。むしろ、agenda(=a list, outline, or plan of things to be considered or done)と呼んだ方が具体性がある。
President Obamaの掲げる最大かつ最難問の内政面のagendaはhealth insurance reform(医療保険制度改革)であろう。この議会での承認を執拗に阻もうとする反対勢力（GOP)に負けじと、本日、Barack Obamaの強力な支持団体Organizing for AmericaのDirectorから次のようなメールが届いた。

“Opponents of change are doing everything they can to delay health insurance reform. As a Republican strategy memo concluded, 'If we slow this sausage-making process, we can defeat it”(反対勢力は医療保険制度改革の議会通過を遅らせるためなりふり構わぬ手段に出ている。共和党の戦略メモが手に入った−−
あんな俄か仕立てのチョロイ法案なんぞ議会審議を遅らせてしまえ。そうすりゃ我が方の勝ちだ−−）
“They're betting that as time goes by, our strategy will flag, our movement will weaken, and they'll ultimately be able to block any change”時間が経過するにつれて、我々の戦略は白旗を揚げ、運動は衰退すると反対勢力は賭けに出ている。彼らは何としてもいかなる改革をも邪魔しようという構えだ）
Obama支持組織の責任者はこのように危機感を訴えつつ、アメリカ庶民がこうした悪企みを許すはずがないと、grassroots movementsの力を確信している。

この法案の行方については、議会通過が容易ではなく予断を許さないのは明らかだが、いまこそ、President Obamaのcan-do spiritの底力の見せどころだ。
